Cyril Mandel was born on October 23, 1873 in the village of Kuželov. His talent was first recognized by Josef Klvaňa, who introduced him to Joža Uprka. He was a student both at the Prague School of Applied Arts and the Prague Academy of Fine Arts.

Joža Uprka was a steadfast supporter of Mandel. The two artists collaborated on theater decoration in Tišnov and Mandel assisted Uprka in decorating the interior of the meeting hall of the town hall in Uherské Hradiště. Through Uprka, he had the opportunity to meet leading artistic representatives who regularly visited the Slovácko region including Milos Jiránek, Zdenka Braunerová and Viktor Stretti.

He exhibited together with Uprka and Frolka in Strážnice in 1901 and then at the historically significant Slovak Art Exhibition in Hodonín in 1902, which was visited by the French sculptor Auguste Rodin. He also exhibited in Olomouc (Society of Friends of Art, 1904), together with Uprka in Hrozná Lhota in 1905 and at the 1st exhibition of the Moravian Fine Artists Association (SVUM) in Hodonín in 1907.

Cyril Mandel's figurative paintings are usually compared with those of Joža Uprka. Much of his inspiration came from similar sources as Uprka, including the theme of traditional costume and life in the countryside.
